As in 2007, Vermont led the states in the amount budgeted per capita for electric programs. Connecticut, California, and the four Pacific Northwest states (Washington, Oregon, Idaho and Montana) also clock in among the top seven budgets per capita, both with and without load management. Among the states with the highest per capita electric program budgets in 2008, big budget gains were seen since last year in Vermont, the four Pacific Northwest states, Hawaii, Minnesota and Nevada.
