Fifth Year of Data Confirms Growth and Reach of Energy Efficiency Program Industry

United States and Canada Budget $7.5 Billion for Energy Efficiency in 2010

USCAD Budgets 2007-2010CEE’s latest survey of program administrators in the United States and Canada shows total 2010 budgets for ratepayer funded energy efficiency programs reached $7.5 billion—a leap of 23 percent from total budgets reported for 2009. Despite difficult economic conditions, and without including stimulus funding, the survey shows that growth is continuing in the ratepayer funded energy efficiency industry.

“While individual program administrators address varying regulations, goals, and climates, through CEE they come together as an industry to tackle joint projects such as collecting data for the Annual Industry Report. We’re pleased to work with AGA and IEE on this effort, since it helps eliminate duplication of effort, reduces the reporting burden for respondents, and enlarges the sample pool.” –Marc Hoffman, Executive Director, CEE

Working with major contributors AGA and IEE, CEE obtained data from 316 larger utility and nonutility program administrators operating in 45 states and eight Canadian provinces. See below for results and links to a white paper, along with 2010 budget and 2009 expenditure data by organization and state or province.

Report Highlights

Working Together

Coal Fired Power Plant
U.S. and Canadian efficiency programs estimated savings equivalent to the annual emissions of 20 coal fired power plants.

Five years ago, the Consortium for Energy Efficiency, initiated a survey of members and other efficiency program administrators to discover the size and momentum of the industry by measuring budgets and impacts. Since 2006, the survey has grown in scope, adding Canadian programs in 2007, expanding the scope in 2008, and joining forces with AGA and IEE in 2009 and 2010

“. . . Energy efficiency represents a major strategy for electric utilities as they move forward to address their energy and environmental challenges . . . [and] remains a highly cost-effective resource . . ." –Lisa Wood, Executive Director, IEE.
