CEE's Model Program Plan (MPP) has been developed to assist CEE member organizations with the development and implementation of programs to promote the purchasing of energy-efficient equipment in state and local government agencies within member service territories.

The MPP is also intended to help CEE members to encourage permanent changes in procurement practices within such agencies so that efficiency is specified in bid processes and in procurement transactions.

The MPP is divided into three program "levels of effort" for beginning, intermediate and advanced programs. Each level of effort includes sections on funding, staffing, target markets and suggested marketing strategies and tactics.

CEE member organizations may choose to implement any one of the three programs or may elect to tailor their own programs utilizing elements from any and all three program levels.

The end result of such successes should be a demonstrable increase in both the visibility of efficiency procurement practices, and a measurable reduction in the energy intensities associated with equipment and facilities procured.

Part of the MPP is a useful tool called the Model Purchasing Policy. The Model Purchasing Policy (Appendix F in the MPP) can be adopted by state and local governments to encourage the purchase of energy-efficient equipment by all departments and agencies within their jurisdictions.
