Although CEE is no longer actively promoting energy-efficient government purchasing, CEE's prior work in this area is detailed on these Web pages, which include links to resources, research and guidebooks that pertain to this sector.

CEE's State and Local Government Purchasing Initiative was launched in 1999 to assist government purchasing officials in procuring energy-efficient products. After conducting extensive research (including 14 pilot programs), CEE developed a number of tools and resources that can be used in designing programs for energy-efficient government purchasing.

Government facilities addressed by this initiative include administration buildings, police and fire departments, public universities, public housing, hospitals, public schools and libraries.

A substantial opportunity for energy savings exists in this previously untapped market. In addition to the 50 state governments in the United States, there are 3,043 county, 19,279 city and 16,656 town governments. Their total annual energy-related expenditures include $12 billion in energy bills and another $50-70 billion for energy-related products.

CEE's State and Local Government Purchasing Initiative – Program Evaluation Scoping Study helps to define appropriate methodologies for evaluating the effectiveness of state and local government purchasing programs. The barriers and opportunities specific to evaluating government purchasing programs are discussed, and a series of indicators of change are developed for several different types of energy-efficient purchasing programs. (Note: The 41-page document includes six appendices.)

Energy-Efficient Purchasing by State and Local Government (2004) is a 16-page paper, co-authored by CEE staff, that describes some recent developments in purchasing initiatives.

The Market Segmentation Study (98KB) defines and characterizes segments of the state and local government market to guide future outreach and program development efforts.
