TV Spec Successful
Higher Tiers Added

Consumer electronics is a unique work area for CEE members due to the rate at which new products are developed and brought to market. The current CEE Tier 2 level has been very rapidly adopted in the marketplace. Even though it became effective on November 1, 2008—less than a year ago—more than 75 percent of products qualifying at the ENERGY STAR® level also meet the CEE Tier 2 level.

As a result the Consumer Electronics Committee recommended modifying the CEE television specification at the Board of Directors meeting on June 5 to provide additional differentiation for high efficiency models. The new specification adds Tiers 3 and 4, and was approved by the Board. The new specification continues with Tier 1 set at ENERGY STAR version 3.0 and Tier 2 at 15 percent more efficient than the minimum performance level to meet ENERGY STAR. It adds Tier 3 at 30 percent and Tier 4 at 45 percent above ENERGY STAR.

NOTE: This specification incorporates all requirements of the ENERGY STAR Version 3.0 television specification, including standby power (max 1 Watt) and product testing. On CEE’s Qualifying Products List, models will be listed only at the highest tier for which manufacturers represent they qualify.


CEE plans to begin another revision of the television specification this summer with the benefit of understanding the likely direction of the new ENERGY STAR Version 4.0 specification, which is currently under development. Consumer Electronics Committee members have expressed particular interest in developing a specification that removes the increased allowance for larger screen sizes in the current ENERGY STAR Version 3.0 specification framework. In that specification, larger televisions are granted an additional power allowance over and above that generally afforded due to increased screen size alone. 

While televisions are a significant portion of the consumer electronic market, they are far from the only product category members could use in their programs. The next focus of the Consumer Electronics Committee will be to develop specifications for set top boxes and computers. Pending successful fundraising, that work is expected to take place over the next six months.
