Board News

2009 Committee Goals

Committees have proposed to focus in the following areas for 2009, and the Board has approved their work plans. Individuals from member organizations who are interested in participating can contact the sector leads listed at the end of each section.

Residential Sector

  • The Residential Lighting Committee proposes to continue its work on CFLs, focusing on dimming and specialty CFLs, to support the Lighting for Tomorrow competition efforts and to work with industry on their shared Vision: a 50% decline in lighting energy by 2020.
  • The Appliance Committee proposes to revisit its dishwasher specification and to explore new technologies including clothes dryers, pool pumps, and de-humidifiers in 2009. The Committee will also focus on appliance recycling and the “Save More” concept.
  • The Electronics Committee proposes to consider an advanced tier for its television specification, consider whether specifications are warranted for other end uses, and continue its core work of facilitating the exchange of information between program administrators.
  • The Whole House Committee proposes to work with key industries on a white paper that supports existing homes programs, to comment on the revision of the ENERGY STAR Homes program, and to monitor heat pump water heaters and other end uses/systems.
  • The HVAC Committee proposes to continue its dual focus on HVAC equipment and installation in 2009 by researching new technologies and regional equipment specifications and working with the ACCA and EPA on verification and the ENERGY STAR QI program.

Commercial Sector

  • Create a central communications function, All Things Commercial, to help members track binational, peer-vetted initiatives and program opportunities
  • Identify common enabling conditions for building and system level program approaches and national efforts that would aid their development
  • Develop program models for data centers and commercial kitchens, and streamline member access to and input on available program resources
  • Maintain the relevance of existing commercial equipment specifications and identify new opportunities for specifications in light of changing Federal minimum standards, test procedures and market conditions
  • Continue dialogue with key industry associations and Federal agencies, such as NEMA, AHRI, ACCA, EPA, DOE and others, to leverage industry experience and outside knowledge and resources to advance sector work

Industrial Sector

  • The Motors Committee proposes to finalize its consideration of an enhanced performance specification for electric motors (1 to 200 horsepower in size) and to begin developing guidance for programs on best-case applications for variable speed drives.
  • In addition to implementing its Phase III business plan (2007–2009), the MDM sponsors propose to increase local and regional outreach efforts and to explore the opportunity to continue the campaign beyond 2009, its last authorized year of operation.
  • The Water and Wastewater Committee proposes to continue working closely with ENERGY STAR to promote facility benchmarking in the municipal water and wastewater sector and to continue efforts to identify standard energy conservation language that can be incorporated into municipal requests for proposals and qualifications.
  • The Industrial Program Planning Committee proposes to continue efforts to identify industrial technologies and innovative program approaches that advance member program objectives by identifying model program approaches that support energy management, researching technologies that save natural gas in the industrial sector, and coordinating efficiency programs with DOE and EPA industrial programs, as appropriate.

Gas Sector

  • Maintain the relevance of the High Efficiency Residential Gas Heating Initiative by re-examining the efficiency specifications for furnaces and boilers and the ACCA-CEE Quality Installation Specification.
  • Manage the Coalition for ENERGY STAR® Water Heaters to produce marketing tools for members, a public relations campaign, and overall coordinated marketing to support the introduction of highly efficient water heaters.
  • Work with members and manufacturers to discuss common requirements for quality installation of new, highly efficient water heating technologies.
  • Continue to explore new program areas such as commercial and industrial boilers, commercial water heaters, highly efficient gas pack rooftop units, solar water heating, and integrated space and water heating in an effort to develop new gas initiatives.
  • Build a cohesive natural gas program industry by supporting new efficiency program administrators and working with peer organizations such as AGA.

Evaluation Sector

  • Continue collecting budget and impact data for annual industry overview.
  • Annual ENERGY STAR survey. ENERGY STAR trends report paper based on nine years of survey data.
  • Establishment of the Behavior Interest Group (BIG) as a CEE Committee. Making progress toward missions and objectives of BIG Working Groups, particularly production of initial written work products for each Working Group. Design, establishment, and maintenance of BIG Web site. Provision of general support for members incorporating behavioral insights into energy efficiency program marketing, design, and evaluation.
  • Evaluation Ask the Experts webinars for new program administrators and new staff of CEE members. Outreach to regulators to increase awareness and use of CEE’s evaluation webinar among this key audience.
  • Ongoing provision of general support for members’ evaluation efforts. Ongoing tracking of CEE initiative outcomes and provision of internal evaluation support.

ENERGY STAR

  • Participation in ENERGY STAR Business Plan Development. Committee will engage EPA and DOE and provide written comments with the goal of meeting in person in the fall.
  • Expanding Save More with ENERGY STAR to meet member needs and strengthen the ENERGY STAR Brand.
  • Continue to support members’ efforts in the area of joint water and energy efficiency programming by identifying the most promising joint opportunities and coordinating stakeholder activities (including Water Sense and ENERGY STAR) at the binational level.
  • Work with DOE and EPA to hold a workshop about making use of ENERGY STAR in local programs. The workshop—likely on the East Coast—would be geared towards new program administrators and new staff at established programs.
